[Other] Scripting probem

(A little note: This is the SECOND time I've typed this. Someone killed the computer right as I was going to click the post button.)

First of all, I am new to Pokémon hacking, or at least serious hacking. I have spent a great deal of time gathering tools and reading tutorials (I don't know how many times I've read the tutorial for XSE and AdvanceMap...).
However my overly creative mind has gotten a little out of hand. (a.k.a. Out of my league.)

I am wanting to change when you get your first Pokémon, when you get the PokéDex/National Dex, how many Pokémon are available, and a few other things (They are all tied together though).
And while I have every move, spoken word, and event planed out, I do not know how to make them check each other to work properly.

So before I go into detail on my question I want to make sure of two things.
1. Is this in the right place? If not then please let me know where I should be asking this question.
2. Are we, or are we not allowed to ask for scripts? I am under the impression we are not. However if I could get help writing these scripts it would be infinitely appreciated.

(A second little note: This retype is a lot shorter than my original message, I hope all the information is understandable.)

To answer your questions:
1. This probably belongs in the Script Help Thread since it pertains mainly to scripting (as opposed to mapping, pokémon data editing, etc.)
2. You're not allowed to request full scripts (for example, you can't say, "can someone make me a script where the rival runs up to the player, battles them, and then gives them 5 pokéballs?"). However, if you need a small segment comprised of a few commands in order to perform a specific function, that's perfectly acceptable. The place to do that (and get general scripting help), would be the aforementioned Script Help Thread here in the Beginner's Lounge.
