[Graphics] Second Frame of Battle Animation Not Appearing

I've been practicing adding Pokemon to an English Pokemon Emerald ROM, primarily using PGE and a bit of hex editing. I've expanded the Pokedex and been able to perfectly add a Turtwig to the ROM....except for one thing. When Turtwig appears as an opponent and does its battle animation, it moves around correctly, but it doesn't use the second frame of the animation. It's just a single image of Turtwig moving around. Here's a gif of what I'm talking about:

I made sure to choose an animation that does actually use the second frame. I used animation 05, which is this one: [PokeCommunity.com] Second Frame of Battle Animation Not Appearing
If anyone could explain why the second frame isn't appearing and/or a solution to having the second frame show up, I would be happy to hear it. Also, here's a picture of the sprite section for Turtwig in PGE in case that helps:

I did a bit more investigating, and I noticed that, if I put the Turtwig animation sprite over an already existing Pokemon, it animates just fine. It only doesn't show the second frame when it's put into an expanded Pokedex slot. I'm not sure how useful that information is, but I figured I'd add it in here.
