Should I make a yveltal scoop up deck for cities?

I need to make a valid deck fast. Cities is the 21st for me. I was thinking of making a yveltal-SCOOP UP CYCLONE deck. I'm cheap, and don't want to spend past $40 on EXs. I already have enough trainers and jirachi EX. I need to order fast. Should I get the things I need? I don't have much of an idea specifically, but I will probably need to buy 4 yveltal, which is $20.

Ended up going with this deck. Though I placed 27th out of 32.

My brother went with a Gallade/dugtrio deck and got 28th out of 32

What a bad cities start...
