4th Gen Should I start my game over?

I'm only 31 pokemon away from completing the pokedex on Heartgold, I am just wondering if I should start over. The game is boring after you beat it and I do want to start over eventually but I'm wondering if it's worth it.

Do you have another DS Pokemon game? if so, finish out your pokedex, and trade them all to the other game. If you have another game but not 2 DSes, then go on the Trade thread. Somebody there will happily help you trade them over. Or at least some of them.

There is no reward for completing the PokeDex aside from the diploma, which you won't even be able to keep if you restart anyway. I heavily recommend forgetting about completing the PokeDex, and rather, just trade anything of value to your other Pokemon games, and then restart. I restarted my HeartGold recently so I could have something to play before BW come out, and I haven't regretted it; the game is still fun the second time around. Again, just make sure you trade any Pokemon of value.

Essentially what was said already, although at some stage try out stuff like the Pokealthon, Safari Zone, Battle Frontier, trying to catch all the legendaries, getting all the gym leader's phone numbers, etc (probably in your new playthrough) if you haven't yet and want stuff to do in the gam after beating it again. Maybe consider taking up a challenge as well in your new playthrough? (Chck the Challenges forum section).
