Question: Signature BB Code

I apologize if this has been answered already, but in some people's signatures, when you highlight over a word or phrase, a little question mark pops up, and then a description will appear.

Dark_Azelf's signature, when highlighted over the crown, sword, etc.

Is there a specific BB Code for this?
