Sorry, but those IVs scream cheating. Keep in mind that there are 887,503,681 different IV combinations through breeding. Even though in Emerald you can influence 3 of the 6 stats, that is still extremely highly improbable. Especially to have nice convenient numbers like. I have been breeding Pokes long enough to know better. But it is your game, you can do whatever you want.
As for your question. Vaporeon is the next best option. Vaporeon beats out Espeon due to its better typing and better stats. While Espeon wins in base SAtk (130 vs. 110) and base Spd (110 vs. 65) its loses severly to HP (65 to 130), and as a result in the defenses. Being a Water-type, Vaporeon only has two special weaknesses to worry about (Grass and Electric) and with its great base HP and solid SDef (95), it shrugs those attacks off rather easily. It is susceptible to physical attacks with its low base Def (60), but between its high HP and with a correct nature (ALWAYS Bold), it can withstand a few hits there too. Here is the typical Vaporeon moveset:

Basically, what you do is use Substitute and then Baton Pass to a teammate. Vaporeon's Subs are very strong. You can also WishPass, which is similar to SubPass, but requires that its Spd IV be as low as possible to make sure it goes last. You Wish first, and then Baton Pass to a teammate. If it is slower than its opponent, Vaporeon will absorb the attack first before passing to a teammate. Surf or Ice Beam is preference. Ice Beam at least allows it to hit one of its weaknesses, at the expense of loss of STAB.

Also i have never cheated in any of my games (Besides in my friends blue) and when i was hatching an egg there was like a glitch..there was like..pieces of where i was standing that somehow appeared when i was hatching an egg..i could still read the text and everything..does anyone know if that's bad or anything?? It was in Saphire...
Personally, I would a decrease in Atk than anything else on Umbreon and Vaporeon.

Can you capture Lugia in any of the GBA pokemon games or the DS ones.Except for Pokemon Gold, Silver,Crystal or MYsterious Dungeon.And Where Do U Get jirachi and celebi. Oh yeah, can you trade from gold or silver too leaf green or emerald?
You cannot catch Mew, Lugia, Ho-oh, Celebi, Jirachi, or Deoxys in any of the GBA games. You either have to cheat, go to a Pokemon Store, have someone trade you one, or buy one off eBay. You can do what I did to get Lugia - purchase Pokemon XD. After beating the story, you will have a Shadow Lugia. The only downside to XD is that you have it purify it down about 2 bars before you can see what its nature is. If you have played the game, you know how hard that is to do without saving the game. I am hoping that it will be a good nature. Now that I have caught, I am going to do the story a few times so my boys can each get one too. We also have Pokemon Colosseum so each of us has a Ho-oh. I got the others from a friend of mine in Texas. I mailed my Emerald cart and he put them on it and mailed it back.

Yeah but if your that wild about all the Eevee evolutions you can get all 6 of them and use them in your team XP i did that once wasnt to bad. But i wouldnt recromend it. Besides you have to get them all to complete your pokedex..just choose wich one you like best and use your level 97 for that i guess even though it wont learn any of it's moves or anything it would have if you would have evolved it at lower levels. Or get any of the stats that would have contributed to the pokemon (Like jolteon would be high in Speed..Umbreon would be high in Sp Defence) Instead you have a level 97 eevee that would only get three levels that contribute to the pokemons speciality..so everything would be around 180-200ish instead of some beeing 350..I suggest you just start all over and pick wich one you want and get it right away so it has better stats like 300ish instead of 180-200ish..
That isn't necessarily true. A Lv5 Eevee and a Lv97 will follow the EXACT SAME stat scale. The only difference will be the IVs and the EVs. Since his EV is Lv97 it more than likely has incorrect EVs, which can be corrected with the Happiness berries (#21-26) in Emerald. Reduce all EVs to 0 and then train it properly. At Lv100 it will have the exact same stats it would if it was raised since Lv5 (assuming the IVs were identical).
I suggest breeding though, since I will assume his Eevee doesn't know Wish, which is paramount on both Umbreon and Vaporeon, which are the best Eevee-lutions in the game.
