What ~Amethyst_Callista_Moon~ tried to explain to you is that the when you tell the little girl a secret phrase, she will give you a new wallpaper for the boxes in your PC. These are the boxes that your Pokes are stored in (30 Pokes per box, 14 boxes in the PC).
Now, the website she was so nice to provide to you helps you design your VERY OWN wallpaper, and then through code it will tell you what Secret Phrase to tell the little girl. It is pretty self explanatory if you take the time to read it.

No. Once your character tosses the Poke Ball and your selected starter pops out, that is when you will be able to tell if it is shiny or not. That is why you save your game BEFORE you enter the Route. If the starter is not shiny, just turn off your GBA and try again. Once again, this is rare so you will need patience in order for it to happen.
That is hilarious because the same thing happened to me! I am in the middle of bredding for a high-IV Skarmory and it is so **** monotonous riding back and forth in front of the Daycare Center. I was doing that watching TV on the couch after putting the boys to bed and I suddenly woke up at about 11pm with the SP on my chest and totally drained. My apologies for missing your post. The answer as you have asked it is no. The only way a baby Eevee can hatch with the move BP is if both parents know that move. That means you will have to breed your Flareon so you have 2 Eevee - one male and one female. Then level up both to get BP (Eevee learns it naturally at Lv36), and then breed them together and your baby Eevee will be born with BP. I cannot say for certain if you can substitute another male Poke that knows BP for the male Eevee or not. I have not tested that. It might work or it might follow the Egg Moves guidelines and won't work. Good suggestion, but it doesn't have to be with a Ditto. An Egg group defines what other species that a Pokemon can breed with that will successfully produce an egg of the female Pokemon.

LOL, man I certainly WISH my job was to travel the country and teach people how to play Pokemon. I call myself 'Prof. Davis' more to make fun of the fact that I am twice as old as most people here. I do pride myself on knowing a lot about Pokemon, especially breeding and all things in-game (my movesets/competitive battling leave a lot to be desired), but I wouldn't say I am an expert by any means. I learn a lot here from the members here like Synchronize, Hunk, Pwned, trjessie, and aragornbird, but I also learn a lot answering other members questions because I research it and find the answer for myself if I don't know.
As for real life, I work for a software company that produces software for banks and credit unions. I travel the country (and soon Canada) to teach tellers, loan officers, and managers how to use our software more effectively. Plus, I am a Picses and I like moonlight strolls on the.....oops sorry. Got carried away there.
anyways...thats a very good character(that i dont know if it is the same in my language and in english), the world need more people like you!
