Vitamins. Hitmontop is easily the hardest one to get. Level it up to 19, then save. Use the vitamins, then level it up. See what it evolves into. If it's Hitmontop - great! If it's not - reset, and use less of one vitamin and try again. Keep trying until you get a Hitmontop. It'll take a long time if you don't get it perfect the first time.

Is Leaf/Fire just a copycat of Red/Blue, and/or does it contain the Pokemon that did not appear in the original? (i.e. the 200+ new pokemon added for Gold/Silver/Ruby/Crystal)

they are remakes of red/Blue with major graphical upgades in addition to the capability to trade to Ruby/Sapphire and colosseum for the possibility of acquiring all 386 pok?mon in one cartridge.

ok FR/LG are remakes for the most part

yes they do have most places from the originals but they also have new places including 9 new islands, new stories within the game involving bill etc

and yes you can catch the original 150 and also a big handful of G/S/C ones also
which yes as dragonite said include ho-oh, deoxys and larvitar

Ho-Oh, Deoxys, and Lugia are all in FRLG. But none of them can be reached without special tickets given out by Nintendo. The Aurora Tickets which let you reach Deoxys have been released in only three cities so far: Seatle, Minneapolis, and Atlanta. The Mystic Ticket which grants you access to Navel Rock where Lugia and Ho-Oh are hasn't been released yet.

Yes it is. Island Seven in the Sevault Canyon.
