You can also get it from Emerald Move Tutor, cost 16 BP at the Battle Frontier.
BTW, you can also get Magic Guard for Clefable, by learning what moves you want in Emerald as Clefairy, Pal Parking to your D/P game, evolving, and with some luck it's trait will change to Magic Guard, otherwise you'll have to do the same to a new Clefairy.
