Software needed to start rom hacking

Hey humans,
I want to make a rom hack of leaf green/fire red . I don't know what software I need so I'll lay out what I want in the hack. In no particular order:

• Gen 1-4 Pokémon
• Change the amount of gyms and elite 4 members
• Fairy typing
• Multi region: Kanto, Johto and Orange islands
• Gen 2 character sprites
• Complete gyms in any order and leaders scale to your level
• Dive ability for leaf green/fire red
• Ability to start in any city
• Ability to catch your starter/choose from a bigger list.
• Gen 4 Pokémon to have there actual cry
• Change evolution methods ie trade is done by levelling up.
• Add new overworld sprites to existing ones
• Change opening animation and "start screen"

I guess that's it. The rest is all story based ideas and yeah knowing what software would be great and just how to save my work to test it out. I am new to this.
Lastly is everything I want even possible or am I shooting for the stars?

Amount of Gyms (No clue)
Fairy type (HMA)
Map editing (AdvanceMap or HMA)
Character sprites (HMA)
any order gyms (Very hard but HMA)
Dive ability (Not possible)
Any city start (very skilled coding like XSE)
Catch starter (Very hard without game crash)
Gen 4 Pokemon with actual cry (Not even I have done it)
Evo method change (PGE, G3HS or HMA)
Overworld sprite change (HMA)
Title change (Challenging but HMA)
Most likely will need HMA, G3HS and AdvMap (XSE for scripting)
