I've spoke to everyone in all the Contest Halls and I still haven't got it
(It's the Japanese version if that makes a difference)

I dunno, I was pretty sure thats where it was gotten. Is it Jap coz its Emerald or Jap coz its an Emu. If its an Emu maybe it is a bad one.

it's not in Slateport. I don't remember exactely where but it's one of the last contest halls you'll meet in emerald. I think it's where the beauty contest is held, and you get it from someone in a corner, i don't remember exactely who.

Are we talking about emerald here? (I'm kinda confused today) well anyway if we are you get the pokeblock case from Lilycove city from the contest hall (atleast in the english version) just talk to the lady at the desk

The woman (man? I forgot) in Safari Zone will tell you that you don't have the Pokeblock case yet, and that you can get it for free in Slateport contest hall. Then, talk to the woman in the reception of the Slateport Contest Hall. Hope this helps :)

You get it in Lilycove(the city with arts museum),you go to the contest hall(big red building with blue roof)and talk to the first lady.
