speed darkrai (darkrai/sableye) deck help

    Im kinda new to the ptcg world, i understand the rules to the game and I always read posts on tcgwithhats and sixprizes.com but i want to get my own deck to enter local tournaments and such.
    I've been looking at building the speed darkrai deck (the contents of the deck is on sixprizes.com)
    but what i want to know is, is this a good deck to use? and also what is the best way to build the deck? should i buy the cards individually? in booster packs? what should i do?
