Stairs not working correctly?

    Hey all. I am in the process of making a cave so I decided to use some stairs, but it won't let me actually step off of the stairs on to the upper surface. I can't post a screenshot since my account is so new, but there are just two stair tiles and I cannot step up from the second one.
