Can you get Elekid's before the Nationaldex?

you can trade for them before the nationaldex. i breed elekids with ice punch and fire punch and either fire or ice punches with cross chop. also i can breed many natures (adamant, naive, naughty, lax, gentle, bold, relaxed, timid, careful, quiet, calm)
