If Wallace had more of a balanced team than just Water types, I wouldn't have minded him as Champion with Steven being the main battle post-game, but the fact that both the 8th Gym Leader (Juan) and Champion were Water type trainers wasn't that exciting. I know that Steven was a Steel-type specialist, but at least only 3 of his Pokemon were Steel, so there was at least some level of unpredictability with him.
