i got the fouth badge and i do not know where to go because the 5th gym leader is not even there. I read in serebii.net, that she is in contest hall and she isn't there, so now im so confuse

Chase the Galactic member in Pastoria up to Lake Valor, talk to Cynthia at the lake, then head northwest from Solaceon to Celestic and learn Sinnoh's history. Fantina should appear at her gym by this point.
