How is it a clone when it is Pikachu? Here's your answer, because characters with similar moves can be considered clones or semi-clone or be a very slight clone. An example of each.
Clone: Marth/Roy or moreso: Mario/Dr Mario.
Semi-Clone: SSBB's Falcon and Ganondorf (you must admit Nintendo did a good attempt at de-cloning w/o changing Ganondorf entirely).
Slight clone: Some people compare moves and how they work, Ike's Up+B and Kirby's Up+B. Same functionality if you get what I mean. <.<
Even though I get what you mean by the Pika/Rai thing. =P Some characters will have similar moves and wouldn't make sense for them NOT to. Such as Fox/Falco.
That idea you have there is intriguing, but probably too complex for Nintendo to add. Although I like it a lot. ^^
...what I had in mind is like the realtionship of Zero suit Samus/Samus...I consider any character that has the same moves or movesets to be a clone. So Raichu will be considered a clone, even though he may be an improved one.
He'd still be a clone nonetheless.
& I don't think it's complex at all: find a Friendship Bow in the story mode as Pichu, then find a ThunderStone as Pikachu (a improved altenate costume to Pichu) to unlock Raichu as a further improved altenate costume.
