As you hopefully can see out of this enlarged image, Target has altered the contents of the Metagross EX box to include a PLF metagross and a HGSS triumphant metagross, instead of the metagross EX and mega metagross EX.

Heck, they even changed the coin. How!?!?!

Though it could be the vendor supplied image being wrong, since, iirc, TPCI actually contracts out different suppliers to stock different stores in different regions, and they probably have a different vendor who supplies their online customers. I wouldn't expect John Doe or Jane Doe in marketing to know that this promotional image is the wrong image.
