-Nasty Plot
With his great Special Attack, PZ can get some nice hits in, especially with STAB Tri Attack which hits most Pokemon with neutral damage. He'll be even more of a challenge after you apply Nasty Plot.

Pretty much the same as above, but a Physical variant. I don't see a problem with using Scope Lens myself, but if you or your opponent are, I'd replace it with Leftovers or Expert Belt.

-Me First
I kind of like this set myself. The first two for STAB, and the third spot is best determined by looking at the weaknesses of your teammates. Me First can also be pretty handy for surprising opponents. I remember when mine took out a Metagross by copying Earthquake, XD. Because Me First could copy a Physical attack, I put Rash instead of Modest. In my experience anything able to hit Lucario usually OHKO's it, so Defence isn't much of a priority anyways.

You'll need Emerald to get Counter, first off. But it you can, this guy can dish out some damage. His defences are great, and he can absorb many attacks. He should be able to withstand a non-STAB'ed Thunderbolt, so he can shoot it back in the opponent's face.
