First off, Jolly is THE WORST nature for Raichu. Lowering its SAtk by 10% turns this into Minun, if that helps explain how craptacular your Raichu has become. Since you aren't willing to part with it, I HIGHLY suggest breeding for a new one with either Timid or Modest. Both will greatly benefit your Raichu, especially againt weak in-game Pokemon that don't have EVs. As for the moveset, Thunderbolt is the only worthwhile move to keep. What you want is a different strategy. Thunder Wave is a pseudo Substitute in that it can prevent your opponent from attacking. You can use it and then hope for a parahax to use Focus Punch. Or you can use it and switch to a different Pokemon that would have more of an advantage. Wish is another great option with TW, but it does require breeding, but since you should really breed for a different nature anyway, this would really work out for you. If not, Protect is probably the next best option.

I won't even bother with this one. Worst Hoenn starter and horrible typing. This thing is 2x weak to Flying, Ground, Psychic, AND Water attacks, which are all some of the most common attacks in the game. What you REALLY need is the best starter ever - Swampert. It really is the anti-Blaziken. Better typing, better stats, and better moveset. It has only one weakness (Grass) and a great move to counter it (Ice Beam). Plus getting STAB Surf and STAB Earthquake on the same Pokemon is invaluable. Anyway, here is the moveset:

With the suggested Nature, Swampert can take physical hits pretty easy and then dish out the pain. The third slot is your preference, although they have been ordered by importance. Rock Slde is easily the best option, but also the hardest to obtain. It can really only be taught by Move Tutor, so hopefully you haven't used it already. If so, and you have access to Emerald then you can purchase one in the Battle Frontier, if you have advanced that far. Rest is next best, as it gives you healing and status removal for free. You can see Protect is just a good overall move, but you will only have one unless you can trade in more from a different game. Overall, with this moveset Swampert can actually breeze through the game by itself, since you won't be running into Sceptile in FireRed.

Since you aren't hot on breeding, I would suggest replacing Alakazam with Gardevoir. While Alakazam is better offensively, it does require breeding to get the elemental punches to make it versatile. Gardevoir is versatile enough just by catching a Ralts and going through the pain of leveling it up. It is also much better defensively than Zam and that is where overall it becomes a better choice for in-game play. Here is the moveset:

This is a simple and straightforward moveset. This actually makes Raichu obsolete since after a Calm Mind, Gardevoir can attack with Thunderbolt just as well, but it is also stronger defensively and has a much preferred typing. Hypnosis is the means to get one or two CMs in, especiallly since the weak AI will not switch out a statused Pokemon. Ice Punch is a good alternative, but again it does require breeding, but since you are breeding for a Timid/Modest Ralts anyway, it is something to consider.
Sceptile- Lv 55

Oh no, crappy nature strikes again! A -Spd nature like Sassy doesn't help Sceptile at all since being fast is one of its best attributes. Another highly suggested breeding opportunity. And, since your breeding anyway, you might as well breed for Leech Seed. If not, Toxic can be used instead. Substitute is a Move Tutor move, but there is one in FireRed, unless you have used it already. If that isn't an option, you can keep Pursuit, since again with its speed it can handle Ghosts. Thunderpunch is a great Flying counter (well, only if Sceptile doesn't have its Spd reduced by 10%), but it is yet another MT that you actually can only get in the Emerald BF. If you can't do that, Dragon Claw would be an acceptable option since Sceppy's speed and power allows it to take down Dragons pretty easily. As you can see, getting its best moveset isn't exactly easy, which is why Swampert is by far the best starter in the game.
Tyranitar - Lv 56

Wow, you seem to be unlucky with Natures. While a 10% boost in Spd is nice for Tyranitar, the 10% reduction in Atk is not. You probably don't want to go through the pains of raising ANOTHER Tyranitar, and for in-game purposes you are probably fine without doing it. As for the moveset, Sand Storm is absolutely useless since its Sandstream ability does the exact same thing without wasting a turn and its effect lasts for longer than 5 turns. A STAB Rock Slide is a far better option, especially since it learns the move naturally at Lv22. Unfortunately, it appears you have either stopped it from learning it or you have replaced it. That is nothing that a quick trip to the Move Relearner with a Heart Scale won't resolve, assuming you do have Emerald. Dragon Dance is an egg move, so you should consider it if you are breeding for a non-sucky nature. If not, Substitute is a great move for Tyranitar, but unless you have access to two Subs, or you decided to use it on Sceppy, or if you don't have access to it all, Brick Break or Aerial Ace, while not nearly as effective, will do in a pinch. Earthquake is of course a no-brainer, unless you have used the Earthquake TM already and don't have access to another one (remember that Swampert learns Earthquake naturally), or you don't want to item farm for one with a Lv91 or higher Linoone (only works in Emerald). Overall, Tyranitar is one of the best physical attackers in the game.
Gengar- Lv 57

The problem with Gengar is while it is an amazing special attacker, one of the best in the game, it is a horrible physical attacker. STAB Sludge Bomb and Shadow Ball don't help much. And, since you already have CM Gardevoir, it makes this guy useless, unless you plan to use him as a backup. Even though you were against it, I am still going to suggest changing for Snorlax. Here is why:

Best. Pokemon. Ever. The ability to Curse (which you have to get through breeding) makes this thing unstoppable in-game since it increases Atk and Def while decreasing Spd, which Snorlax doesn't need anyway. Add to that only one weakness and a very high base SDef. Then there is Body Slam, which can parahax, giving Snorlax the ability to attack first anyway. If you don't want to breed for Curse, you can always go with Sleep Talk or old reliable Earthquake.
