Alright, I made two banners. There similar, but have obvious differences. And, I saved the PDN(Paint.NET) file, so I can still change anything. Also, I tried to make the text 3D.

Oh now not the Magekarp (not sure if thats spelled write lol) can you put Poliwrath instead of Magekarp...and instead of Lapras have Kindgra. Sorry that I'm asking for so much lol. It came out good by the way :)

Awesome thanks! :D @Everyone, if you find anyone that can insert tiles send them over here :) Oh and I also still need: spriters, music makers/remixers, OW spriters, inserters, and a bunch over other things lol, so apply people! :)

Yeah sure, have it say: Pokémon Heroes: Tri Elements (and have the accent on the e also) And have the following pokemon: Jolteon, Vaporeon, and Flareon (have vaporeon somewhere in the middle just cuz he's cool :3) But could you make a userbar, so have it be: W: 350 H: 20 (pixels/inch)
 
You do mean 350:200, not 350:20, right? 20 Height is way too small for a userbar =]
 
Alright, I'll just make a normal sized picture then resize it. I'm going to use a Lightening storm background, is that good? Or would you prefer something else? (I just started this whole banner thing yesterday, so I'm a noob.)

You should use a mix of colors, you don't need to put a picture on the back, you can simply make it a mixture of different colors, like for this one you could have yellow, blue, and red, for the colors of the 3 pokemon
 
Well,we have a problem with the 350:30. The sprites are 80:80, so it's too small for the sprites. When I resized it, everything was stretched out. So, how do I go about doing it? I made it, but it's too big for 350:30.
 
I'll just post what I made so far.

Well when making a userbar you can do 2 things 1) Hvae the sprites inside, so they get cut out somewhat or 2) Have them outside, so it;s ok if the height is higer. These are some examples that might help you:
