    You'll probably have to breed some of the moves into them, and to get Baton Pass, you need Eevee kept as Eevee and don't evolve until Level 36.

    Since you need a flyer, and you'll also have a means of gaining power through Umbreon's Curses + Baton Pass, I'm thinking you could go with this:

    Aerodactyl: Fly/Earthquake/Rock Slide/Double-Edge
    @White Herb.

    Note, that will only work out in battles against other people, asyou won't lose the White Herb in a link battle.

    Otherwise, try
    Salamence: Fly/Earthquake/Dragon Dance/Rock Slide or Substitute, with leftovers.

    Then you might want to throw Tickle on Umbreon as a means of trapping the opponent, and lowering it's attack to last the longetivity of the pokemon you passin, over Curse of course.

    To get Wish onto Eevee, you do this.

    Wish - Togetic -> Pikachu -> Eevee

    Togetic learns wish, you breed it onto Pikachu, then you breed Pikachu with Eevee. :P

    With a pikachu i think....well joteon Spark,reflect,thunder and dobble kick.
     
    Nah ditto don't do it.
