Shiny: si padre!
Trait: levitate? i think its ability not trait but i dont care
Nature:modest
IVs:perfect
Egg Moves: this isnt an egg move but i was won dering if you could do icy wind anyway? its a move tutor thing apparently

i think the only way to get 70base HP electric is with this iv's isnt?

Not really. I have Surf and a Mudkip, plu it's not an Egg Move.
