If it is legal at 16 (with parental permission), and 18 without, I suggest you really think of a personal one, and if you still want one 1 year after you first thought about it, then get it. So that is 17 or 19 years old.
 
I'm too scared to get one. My friend has a nice one just above her ankle =)

Funny thing is, both my siblings have tattoos.
once my sister said when my brother was getting a tattoo to me was:

"yeah, I have a tattoo, Corey is getting a Tatto, and You'll have a tattoo."

Even though I was very not fond of it at that time, I'm very warmed up to it.
But, I'd have to think what it would be.

Haha, once you get one, you'll want more. Also, another good tip, is going around to different parlours, and look at their artists books to make a judgement.

I've seen plenty of bad tattoos however...

To tell you about thier tattoos,
My sister has a butterfly on her lower back,
and My brother has a flame wolf on his arm.

I wouldn't want a bad tattoo.
It would hurt just getting it off. :X

Besides, scars are free. I think that's questionable though. Reminds me of that Animal Crossing mosquito joke...

Better yet, get a brand. It's a purposeful scar. :D

The place where I got my tattoo also did branding (this was in Australia). Needless to say, it is like any other normal scar, you need to have a scab and let it heal.

You get a similar scab when getting a tattoo, but you have to keep it moist, so that the ink can settle in.

I used to have a cat scratch but I guess it disappeared.

I still sort of have a bike wipe-out scar on my knee, though I think that might have been "erased" by my blanketed bacon-bit scars on both knee caps from surfing improperly (another story).

I also have a random scar on my forehead (just below my widow's peak), it's sort of shaped like a parallelogram, and is no bigger than a pinky's fingernail, it is also a pail white colour.

My other scar is just below my knee cap, it was from barbed wire, when jumping over a fence, the barbed wire I had my weight on, broke and I scrapped it pretty badly, though tetanus did not ensue.

One of my cat-scratches, which is between my thumb and index finger on my right hand, I could probably claim, with reasonable plausibility, that it was from a knife fight. XD

Rofl, ironically I've been in a few fights (yeah... don't ask XD), even out-numbered ones and come out on top without injury to myself.

People tend to emulate the movies too much, and forget the importance of kicks... I mean punching is all good and all, but it doesn't do much, when you punch a shoulder or some other extremity that doesn't cause serious damage...

Protip #1: Aim for the lungs if you want to run, aim for the neck if you're life is seriously threatened.
