I'd say that the best regions either Sinnoh or Johto.
Johto because it's where they began
Sinnoh because of the dark side of the storylines and some of the places are darkly set. For eg New Moon Island & Old Chateau.

but your right hoenn does have some strong types like shiftry and mightyhena

it's not though! Bug onto Ghost Types is not very effective, so if a Dark/Ghost was hit with a Bug move, then it would do normal damage!
