It just takes time for things like that to happen. I think Team Roxket or
Galactic will help contribute to Mamoswine being loyal to Dawn or some big situation will happen that will make it realize how much it cares for Dawn. Similar to how Charizard and Ash kicked it off after Ash defrosted Charizard from the battle with Poliwrath.

Hopefully Dawn's Piplup won't evolve like Turtwig... Turtwig was perfectly fine until it evolved into a Grotle which made it loose all it's speed .-. Piplup evolved into Empoleon she would be just like Barry. And Prinlup like her Childhood Friend..

I don't think Piplup will evolve later, it seems like it doesn't want to at any point. I really hope Buneary evolves into Lopunny. It would be the perfect partner for Dawn in contests and she would perform even better then she normally does. I see that happening towards the end of the Sinnoh region though.
