true thats why you have a backup pokemon to help you out when taunt is not good and it can be good agaisnt leech seeders and any other move that isnt attcking you
 
looking at the tourney rules I see the freeze clause, wouldn't that really hinder teams because most ice moves have that chance so if you use ice beam and freeze, say a milotic, then they switch to garchomp then you wouldn't be allowed to ice beam it because if it freezes it would default the match right?
 
well freeze clause like sleep clause means that you cant have two pokemon on your opponents team frozen at the same time if that were to happen then the battle would not be fair........
EDIT:well after re-reading your post i was thinking......well you would be able to use ice beam but it would most likely kill the chomp and i think it has a 30% freeze rate right?
