It depends on what he says about it...Technically it shouldn't count because he said no legendaries, but like you said, that rule isn't common at all. (legendaries aren't anything special D:).

Report this in the rules and results thread next time.

do no legendaries mean no ubers? or can I use an OU pokemon that is legendary like azelf?
 
No Ubers, it is part of the tournament rule. Azelf is a legendary, so him included.

Ok, what happened? I was one hit away from winning that match. -_- Weavile vs Snorlax. Snorlax in red. I had a Breloom left. Is that still a win or what?
