If I may make a suggestion:
Allow any member to retry their application battle for a higher spot after a period of no less than 1 week. This ensures that each player will be able to move up, but won't be doing it every 10 minutes to get a better score.

Swich Starmie into Weavile
Keep Blissey in on Dragonite, when I figured a Dragon attack would be ineffective on Skarmory.
