Uh....that's a very hard question. ^^;;; I don't think Sabrina is cruel...she tried to help Red in volume 13. ^^ And Lt. Surge tried to help Gold and Silver...even if it was a little bit selfish. XD So all in all, I would say Koga. ^^

let's see sabrina was controled by her doll thingy giovani was the leader of team rocket and koga never was evil so giovani

He he. On other forum people think that Koga is most evil ( what?? ). Yey he want kill Green but he helped him too. Sabrina tried help Red. She is alone but not cruel. Giovanni hmm..let me see. He is the boss of TR. But he is cultural too. So? any idea? :D I chose Giovanni but in quite :P
 
I think he only helped Green because he had to. ^^ The other two members were helping out as well, so he had no choice. And he wanted to destroy the Elite Four too, after all...
^^ Yes, my poor Sabrina is so alone...XD
 
Only because he and Green were destined to be partners. :P

XD Yes, he's absolutely no gentleman in the manga. But it would be quite bad for a Rocket to be a gentleman, wouldn't it? ;) Though I have to say Giovanni is almost one...XD
