Id say at the playground! xP After all, who--above all, the Latis--doesnt love to play??
 
Okay, for my answer!

I bet they like to play in forest areas, you know with lots of fun trees to fly around and even a few ponds they can swim in. That would be nice for them.

Maybe a Playground, with a really big pool!

Aside from a playground, which of course needs the pool :P, I could see them in the Earth's stratosphere! xD Low gravity would be so much fun...

Latias-sama sounds like something you would say when you are talking about Latias in his "Bianca-form." XD
