To me, and to the pokedex descriptions...it is. Probably by far.

It has some of the best moves and its recover is really good. (or annoying when you try to catch it!)

Mew is one of the strongest. Lugia is stronger because it's bigger....and more mystical. And it could beat the crap out of a Mew. But, that's just my opinion.

I know it not be male or female in the games but I wish, both.

Um...hi! I'm back....sort of. I gotta go after this post, but I think Legendaries don't have a gender... So a female Lugia would be imposible.

And, yeah I do think that Lugia is the strongest.
