As far as look, Groudon easily beats the rest, it just looks so beast with its giant spikes all over its body and being the (correct me if i'm wrong) heaviest pokemon of all time, as well as its huge fangs and power to control the earth.

Overall BA though would be Mewtwo. He killed a bunch of people in the first movie (the scientists).
