No I never ever saw something like that in the first movie either, I suppose it could be something that they were going to do, but then they decided to drop it. Like it was stated up top, only Satoshi has the answers and this may be a mystery that never gets solved. Its just a matter of waiting and see if something happens, but Pokemon is very popular it could go on for years yet. xD
That girl does look some what like a younger version of Whitney, also a little bit like a Nurse Joy. I wish I knew xD but unfortunately I don't, like I said it may be something we'll never get the answers too.
As for the American version of the movie being changed. That very well could be the case. ^^
