Oh, it's usually an event that is like a festival, only it's not necessarily associated with an holiday or anything (though I think originally a lot of them were--and probably still are--because of harvests or, say, selling livestock) and folks get together with booths and stalls on a wide-open area and have silly carnival games, rides--little ones would have, like, pony rides, bigger ones would have actual mechanical ones like a ferris wheel), and sell things to each other. They're usually yearly, and often have raffles and contests of varying intensity, like a pet show or a baking contest or a growers competition (biggest pumpkin, or whatever). These fairs are usually associated with smaller towns in farmland areas, I think, and called "county" fairs because folks from the whole county (region, area, whatever) would gather up to enjoy it and take advantage of the chance to sell their goods. But smaller fairs just for one town happen too.
