Hello dear readers!
Today here and now i will expose a larger overarching plot that has been occurring in the Pokemon games. I'm surprised nobody has taken notice of this yet, but lets start with the basics of this theory.
First of all, this conspiracy theory ties plot elements from DPP, BW+ B2W2, XY and ORAS
Part 1: The Scientists
First of all, lets look Colress. In the post-game rematches, its important to note he has a Rotom. Now rotoms are extremly rare pokemon that are very hard to obtain. It is likely that he obtained it for research purposes. We could assume that he caught it (somehow), but lets look a generation earlier for some clues. It known knowlage that neo team galactic leader, Charon, has discovered rotom in his youth. But we never get to battle Charon, implicating that he posses no pokemon. This could possibly mean he sold rotom or gave it to a reaserch collaborator. Who would this collaborator be? Colress of course! However for this kind of trade to be done Colress has to give some information to Charon. We know, however, that Colress HAS information. Quote from bulbapedia: "In Pokémon X and Y, a Backpacker found on Route 10 references him by saying, "A few years back, this really strange dude named Colress told me that these big stones emit some kind of special energy."". But why would Charon want this infomation. Looking at the events of the plot in DPP, the awnser is evident: completing the red chain. When looking at depictions of the red chain, we see it being a bunch of red stones or gems stuck together... somehow. Still, the red chain could be somekind of reverse mega or non mega evolution. instead of using the stone to add power to a pokemon, you leech the power out into stone. if this sounds familiar, it should. Thats exactly what the ultimate weapon dose. it takes life energy of pokemon to apply it to something else. Reviving pokemon, destroying continents or controlling legendary pokemon! there is actually another word for this used in the pokemon games: "Infinite Energy". Now for Xerosic. We know that during the events of XY he created a robot suit called essentia. If i had to take a wild gess, its powered by infinite energy too, as actually pretty much evrything in the pokemon universe is. Whats more interesting about Xerosic specifically is the similarity of his goal compared to Colress. Creating the Ultimate trainer/Supersoldier is similar to making the strongest pokemon team ever created.
Part 2: Similar Science
lets start with XY. we know that this plot revolves around stones containing power and some kind of energy already. whats important here is the quote i already mentioned:"In Pokémon X and Y, a Backpacker found on Route 10 references him by saying, "A few years back, this really strange dude named Colress told me that these big stones emit some kind of special energy.", wich have some interesting implications. "a few years back" is vague, but lets assume it was minimum two years or more. Possibly predating the pokemon games altogether. What i do want to point out here is that Colress is maybe fuelling technology to all the pokemon gangs we are battling throuout the generations, or at least starting with DPP. lets look at each game in its own right tho:
ORAS:
Gave the technology to team magma/aqua about infinite energy, helping them uncover primal devolution. Its also possible that somehow throu Colress or Xerosic they obtain primitive sketches of the Essentia suit, which will lead to the devellopment of the enviromental protection suit used to approach primal groudon/kyogre.
DPP:
Like said before, the red chain seems to be a reverse mega stone: instead of boosting the power of a pokemon while utilising or creating a link between the trainer and the pokemon, it takes away the power of pokemon(see how team galactic constructs the red chain by using the lake trio) and literally makes the pokemon in question(Dialga or palkia) a mindless tool. lets note here that grunts try to steal evolution research from professor rowan. Its never explained why but they do state that evolution releases energy(infinite energy), and team galactic wants to utilize it. Possibly as a backup plan if they are unable to catch the lake trio to produce the absurd quantities of infinite energy it would take to controll a legendary pokemon that controlls space/time.
BW:
the legendary pokemon are literally inside stones. Do i really have to explain more? Yes? Fine. First of all, its very possible that Colress was implicated in the creation of Genesect. He predominantly uses mechanical and steel type pokemon after all. He also possibly helped locate the stones of the legendary pokemon.
BW2:
His involvement here seems evident, but lets look at Ghetis's Scepter. It prevents the use of pokeballs for capture. Technology similar to this has almost never been seen... exept for Essentia's ability to disable pokeballs. The gene splicer seems to also be derived from mega evolution, somehow including fusion.
XY:
Having noticed the energy emanating from the stones years prior to the events of XY, Colress probably told team flare the location of the ultimate weapon. Is it really that far fetched that Colress obained and distributed this information when he knew about it YEARS before EVRYBODY else?
Part 3:A overarching plot
Using evryone's favorite plot device, Looker. Yes this guy serves as the start of the bigger plot of pokemon games. In Platinum, he is introduced as member of the international police(Think FBI + regular police), thwarting the plans of neo team galactic. In pokemon BW2 we see him aigain working aigainst the resurgent team plasma(Coincidentally, where colress first appears). After that, he appears as an investigator in XY where he uncovers the plans of Xerosic to build essentia. And finally in ORAS to.... uhm.... well lets look for a patern here. Notice that Looker never runs into the primary pokemon teams, only ones that died and that have been brought back. while present in Platinum before neo team galactic was a thing looker is much more active to counter neo team galactic. in BW2, he is there to counter the new team plasma. In XY, we can assume that his purpose here too was to snuff out the last spark of team flare. Thus in XY, we can assume that was sent there to counter the last of team magma/aqua still causing trouble during the delta episode.
If the above is true, this means that whatever the international police's job description is has to include 1: not messing with pokemon teams and 2:making sure dead pokemon teams stay dead. We know this because they never ever interveine during all the other world ending catastrophes. Not when Ghetsis tried to take over the world the first time. not when cyrus tried to recreate the universe. Not when lysandre wanted to destroy the world and all of its pokemon. Arguing that they dont know about the teams is pretty impossible: the revived teams are almost always more secretive.
This points us to a pattern. If the international police dosent make efforts to stop the teams the first time, then that means they know SOMETHING will stop them. And what dose? Your caracther. Somehow, a organisation in the pokemon games is able to take a young kid of the smallest town of a reigion and push him in the right direction to take down the pokemon teams.
But why let these pokemon teams arise in the first place? Well first of all the pokemon teams produce an astounding amount of technology. Not all the technology can come from Colress and some has to be self made. Maybe its to have more controll of the pokemon world. Having a evil team arise and do bad things can really help make people comfortable with big-brother-watching-them-as-long-as-the-world-isint-destroyed kind of thing.

Part 4: Summary
Short summary: Scince looker appeared in pokemon Platinum, there seems to be a overarching plot to the pokemon games:
1:All the evil teams are using similar technology that have some connection to energy/waves or even energy waves and stones that hold/give/take this energy for multiple effects.(technology most likely sold/given by Colress)
2:The international police only interveines to stop pokemon teams trying to make a comback implying they know your characther will eventually stop the evil team.
