You'll find the Poke'block Case in the Slateport City Contest Hall, the first little guy you see on the left has it.
You will not see Wallace or be able to enter his Gym until you have captured/defeated Kyogre/Groudon (depending which version you have) in Sootopolis City (Cave of Origin)

you have to wake up groudon/kyogre

go to the left side of sootopolis and walk up the stairs past the mart,turn rightat the top corner and u will see steven who will lead u to the cave of origin.
I would hope u found the cave before this and did not need my help :P
