Okay. It's been asked again and again, and yet, there still is no answer. Which came first? Arceus or Mew?
In my opinion, Arceus came first. He created the universe and the first few Pokemon in it, but after creating Mew, the little pink Pokemon made all other life.
I felt like expressing my opinion in some way or another, so I told it like a story. Tell me if it makes any sense.

"Many eons ago, there was an empty landscape known as Nothing. Nothing was what the universe was like before anything existed. There was black, and that was all."
"Nothing was a lifeless space, and there seemed to be no hope for any life to start anywhere, for there were no planets or stars.
"But, somewhere, sitting out there in the vast expense of Nothing, there was an egg. And inside that egg was the beginning of all things, the beginning of all life. Inside that egg was the almighty Arceus, who was said to create all that is and ever was.
"The egg sat in Nothing, waiting for the right moment to hatch. There was no time, no space, no life, no death. The egg was stuck in an unknown void.
"Suddenly, there was an explosion of light and time, of darkness and space. Time began, and space was littered with stars. Arceus unfurled from the shell and watched as it floated away and broke apart into thousands of tiny planets, which would soon house life of all kinds.
"Arceus looked around at the landscape surrounding it. There were stars, twinkling and burning. There were planets, slowing circling a star. Everything was moving, and once a planet moved an inch or a star flared for only a second, it was already the past, and the universe would never be exactly the same again.
"So, Arceus called this strange force 'Time', and held its very essence within one of the four gems incased in the cross-like wheel that encircled its body.
"Arceus extracted the gem from its body and shaped into a beautiful jewel, which it called a 'diamond'. Arceus then took the essence of Time and fashioned it into a large, brilliantly blue Pokémon that it dubbed 'Dialga'. The diamond was encased in Dialga's chest, and was the source of his almighty power.
"Dialga was the keeper of Time, and his abilities allowed him to speed, slow, or stop it, but his purpose was to protect it. So, Dialga roamed space, watching over Time.
"Arceus watched Dialga wander through space and it soon realized that this landscape needed a guardian as well. So, Arceus called the landscape 'Space' and made it's essence into a dazzling pink stone called a 'pearl'.
Erin jumped as the flames changed from blue to pink, sending out a splash of beautifully colored sparks.
"The essence of Space was taken from the air and molded into a great pink-tinted Pokémon called 'Palkia'. Palkia had two pearls set in large disks that plated her shoulders. The pearls were very powerful, holding all of Palkia's energy within them.
"Palkia, like Dialga, floated through the landscape and looked over everything that went on in Space, making sure nothing was amiss. Palkia rarely used its abilities to warp Space, for the delicate equilibrium needed to be kept perfectly balanced to avoid tears and rips in the fabric of Space.
"Arceus was pleased with the two Pokémon, and it did not have to watch over the two elements they possessed any longer. It could trust them with the power.
"The universe was in motion, moving and stirring through Time and Space. Everything was in order, but Arceus still was not satisfied. The universe existed, but there was no life besides the three Pokemon that inhabited Space.
"So, Arceus created a single tiny Pokémon using Dialga's, Palkia's, and its own DNA. This extremely powerful Pokémon was so full of energy and life that it had the ability to create Pokémon by its own hand.
"So, this Pokémon, called Mew, was instructed by Arceus to create life. To create Pokémon. Mew took on the responsibility with relish, beginning with the first ever Pokémon – Bulbasaur.
"The next Pokémon created by Mew was called Charmander, followed by Squirtle. These three Pokémon were of three types – Grass, Fire, and Water. The balance was still equal; one could defeat another, but be defeated by the third. Grass beat Water, Water beat Fire, and Fire beat Grass. It was a perfect circle.
"Mew chose a planet and called it Earth, explaining to Arceus that this is where life would start. Arceus agreed, allowing Mew to work with the planet and make it habitable.
"Mew created mountains and lakes, covered in trees and plants. Deserts and caves, oceans and grasslands, peaks and basins. It was the perfect paradise for the three Pokémon.
"Bulbasaur, Charmander, and Squirtle all lived and adapted to the lush planet, Squirtle inhabiting a river, Charmander a volcano, and Bulbasaur a forest.
"One day, Mew came to find that the three original Pokémon had been replaced. Where did they go? Mew wandered the planet and found the three, but they were different. Their stats had been enhanced and their physical appearance had changed as well. Mew observed the trio and concluded – they had evolved.
"To adapt to their surroundings, the Pokémon had gained experience and used the energy they received to enhance their abilities. Mew was impressed with the Pokémon's drive to survive.
"So, Mew created seventy-eight more Pokémon to inhabit the planet, and some, over time, also evolved. Mew took in the DNA of all these Pokemon, including their evolved forms, and held them within its own, and so it truly was the ancestor of all Pokémon.
"Mew created humans next, and they grew and took over most of the planet, training Pokémon to become their pets and loyal friends, helping humans called 'Pokémon Trainers' to overcome obstacles and challenges in their journey to defeat a 'Pokémon Master' who supposedly was the best battler in the region.
"And so, over time, Mew created a new generation of Pokémon, some new, some pre-evolved from previous Pokémon, and some evolving from Pokémon that already existed. New regions were added each generation, allowing Trainers to travel across the globe in search of adventure. And Mew still continues to do that today, adding new Pokémon and excitement wherever it goes, rarely showing itself to the human race."

So, that's what I think. I left out a few details, but I hope you still get the big picture.
