yep its not true. The lock capsule is an item you trade to the fifth generation game that gives you a pokemon named Zorua .

By the way... Rock and Lock Capsule is something different.
I understand that in Japanese not since they aren't using "L" but in English it different is.

r and l are the same in jap. mayb the rock capsule and lock capsule are the same item and can only b obtained in HGSS so it can b transfered into gen 5 later on or something. just throwing out a possibility thats already been kind of said

I think that it is just something leftover ...
Like some people mentioned before me, the scrapped Jirachi in GSC and the Legendary Dog remix in RSE ... just stuff that were meant to do something and they were scrapped, then AR users broke codes about them ..
I think it's about the three golems of RSE ... but I believe Nintendo realized there were too many legends here >_< .

I'm not sure if this thread is still open since i'm new here and don't know how to see how old forums are but there is someone on this another site who claims that the rock capsule is a future item that is to be given out when the movie Phantom Champion Zoroark comes out in america and it unlocks a pokemon called Zorua in pokemon black and white.
