i like story better. and the idea of a tournament is fine, and yes you can have more than one pokemon.

"Now Swift!!" As Mewtwo releases such a barrage that covers the entire area nothing can escape its attack.

"Mewtwo, Confusion!!" The water from the water fall redirects itself turning from Mewtwo who than seemingly sets himself atop it and rides the wave towards Lugia as if he was Surfing.
