They will be both made.
But why do you 31 IV in Sp. ATK for Scyther?
 
Oh, wasn't thinking =P But how about a high defence for Scyther then? Not neccesarily 31... And I know it's time consuming so don't try too hard for get 31, 30 is just as good for me =)
