that's because the tiny parases build up the moon again (duh) :D.
 
you must blow up an army of electronic golden blastoise
 
Each have bigger level. There are 6 of them:
Blastoise (Nickname: Esiotsalb) LV 55
Blastoise (Nickname: Stoisebla) LV 60
Blastoise (Nickname: Plaztoize) LV 65
Blastoise (Nickname: Albotseis) LV 70
Blastoise (Nickname: Blaster Tortoise) LV 75
Blastoise (Nickname: The Blastoise Lord) LV 80

You battle with 5 Parases that builded the moon and one weird blue Parasect, all LV60 except Parasect which is LV 65.
When you finish Blastoises, Magikarp Master Wallace (?!) comes with his Magikarps, but they're all violet and are Fissuring you at the battle...
