There's 150 Pokemon!...Wait, huh?

I was re-reading the second volume of Pokemon Adventures the other day and Blue (The female) mentions to Red that he's incorrect in assuming there are 150 known species of Pokemon. She claims Mew is the phantom 151st.

But, how is that possible, when Mewtwo, #150, was created literally days (in the manga)/ months (in the games) prior to Red/the Main Character's journey? Does this mean that Professor Oak and other scientists knew of Mewtwo's existence? And, if so, why was nothing done to stop it?

To me, it seems like an incredible discrepancy since Mewtwo was born of Mew and is entirely unique in its existence.

Thoughts?

We can spend our time contemplating the possibilities.. The writers were just trying to fit a story into the layout of Pokemon, and that perhaps they weren't thinking when they made the order of Mew and Mewtwo. Or maybe at the time they'd just decided there would be 151 Pokemon, Mew being the last, and hadn't decided on Mewtwo's name and origin.

In the first movie, it's made clear that Mewtwo is before Mew in the Pokedex because it was officially discovered and recorded first. That doesn't mean it had to have existed before Mew.
