I make them on Paint. Sometimes I edit them with special affects on Paint Shop Pro or Animation Shop.

Ok, I'll try to teach you. What you do is you make a banner 300x100 preferbly, and then you can get a scene from google. For example, if you want to have a meadow scence, type in "meadow" and look in image search. Than you just add color, and voila! You made a banner.

You can shrink it in paint so the sizing is right. It looks good.
