Back then I always questioned the designs of gen 4 pokemon, and even more now. Mostly the new evolutions of old pokemon but just look:

Rhyperior - Someone took a Rhydon and pulled it inside out
Electivire - Glad to see Electbuzz got a bowl cut and became the electrical Reddit mascot
Lumineon - So many people complain that pokemon should only be based on real animals. I think this poor thing got a little too boring and bland from being designed as realistically as possible
Purugly - I was hoping for a very beautiful cat, but then again we already had Delcatty, and the majestic looking Persain
Carnivine - They couldn't make a fly trap any more scarier?

But there are some very cool designs as well that really changed the mainly earthy feel and organic pokemon in this generation and really made what we still have today as really colorful pokemon:

Luxray - Shadow the Hedgehog the electric cat
Giratina - I feel like he really made out how dragons really should be
Yanmega - Sheer epic and bad ass looking bug pokemon right there
Regigigas - The many colossal pokemon, but not all one or two plain earthy colors (just look at that shiny variant too)

Gen 4, design wise, was some really unique greatness that I think pokemon should be like they are now.

(sorry for terrible English, it's 4 AM and I should be sleeping right now :P )

    Rhyperior is awesome.
    Electivire is decent.
    Lumineon... yeah kinda agree.
    Purugly is decent.
    Carnivine - WHAT IS THAT.

Giratina-A and Regigigas look horrible imo.

And you could say the same thing about each generation. Like Hoenn with lolClaydol and lolDeoxys-S yet having Exploud, Sceptile and Milotic, or Unova with Conkeldurr and Landorus yet having Cofagrigus, Volcarona and Excadrill.

Gen IV had some neat designs and some poor ones. Rhyperior, Electrivire and Magmortar (why is there no Jynx evolution Game Freak?) have the strangest designs compared to their predecessors known to man. Only Electrivire makes any sense; the other two could easily be standalone Pokemon because they're so different from their pre-evolutions. Bibarrel has a really weird looking face, and there's Abomasnow, while not really ugly, does look strange.

But there's lots of good designs too. Roserade is just plain awesome, and Giratina is awesome in both forms. The former is some kind of dragon/caterpillar mashup with huge bat wings/claws and its Origin Forme is an eldritch being. So cool!

And of course there's the Piplup line, Spiritomb, Lucario, Darkrai.... In short, there's good and bad designs in Gen IV, and it's really a matter of opinion whether they're better or worse than previous Pokemon designs.

There weren't many Pokemon is disliked too too much form this generation! (I'm more of a hater of the 5th and 6th Gen Pokemon haha), but I have to say that Probopass is quite an ugly one. Tangrowth perhaps too, but I like its concept! Magnezone is unnecessary too, in my opinion, but overall I liked this generation!
