They have to do some translation work, and plans out the future of the game (such as getting the games ready for promotional items to get Deoxy/Jirachi/Mew/Celebi and so on), and also some other stuff...
EDIT for the above: it doesn't work that way... the improved graphics are already a lot of work... plus there's new battle formulas, moves/TM list and many other functions they need to include... working on top of the old blue game will take even longer x.x

u can just order it from an american shop website to get it when it comes out by like pre ordering it from one

The prob is.. When I order it from the US, I can't trade to my Ruby version,
because it is PAL (Europe) and when I trade the game gets messed up.. :\

Well you should be lucky that there coming out with FR/ LG! And that Japan is actually shipping them all over the world. Lets hope they don't do that Shogun blockade again!
