there are only 2 moves a Smeargle CANNOT learn: Explosion and Self-Destruct. it cant sketch a Pokemon that just fainted.

Actually you cant, since the pokemon is asleep and it cant attack to sketch it, now if smeargle survives the explosions, and was first to move, thats a possibility.

um smeargle has some of the crappiest stats in the game last I checked

Actually, it's Speed has a Base of 70, which is quite respectable considering it's other stats...

Its speed base is 75, not 70, but same thing really. His defenses are worse than ninjask's and 20 base for both attacks I believe.

That is still below average, its move pool is the thing that made it popular.
