well i'm in London area and the time is 10:12 PM yet the forum says it's 9:12 and UTC +1 is 11:12, is it a new problem??

I don't seem to have this problem, and I live in Hertfordshire.
Im using UTC+0 and the automatically detect DST feature is on.

Try choosing it again and turning the auto DST on, if not clear your Cache.

Mine says 9:42PM because I despite DST (I also live near the Greenwich Meridian), but anyway, the setting is in "edit options" in your CP — near the bottom, set your time zone and DST options.

If that doesn't work you could always just edit your timezone so it suits you. +2 Should be right.
