I like your imaginative style of Togepi ^_^ It looks like an evolved form of Togetic after it loosing it?s egg and growing a tad, It remind me of the Evolution of Noishe in Tales of Symphonia (If you have ever played it)
Anyways, like FG said, the lines are a bit shaky, but so is everyone?s if you haven?t had loads of practice, my lines aren?t much better made on the computer XD It is imaginative, but all I can really suggest is more shading, much more to make it stand out a bit more and perhaps a few more personal characteristics, perhaps wings or something so it doesn?t look to much like a dog ^_^ But good job on it, I for one like it ^_-
