3rd Gen trading help please

ok this question covers both Ru/Sa and Fr/Lg

i know that you need to have the National Dex to trade between Ru/Sa and Fr/Lg but what about between Ru/Sa or Fr/Lg?

do you need to have done the E4 to be able to trade at all or can you once you reach a cirtain point in the game itself?

im just wondering and im sorry if this has been hashed to death before but i cant find a definate answer for trades between Fire Red and Leaf Green or trades between Ruby and Saphire.

really that is confusing, really it is the same. but to change between those versions you only need the ruby and saphire plate in the fire red and leaf green versions. ruby and saphire version you dont need to do anything to change pokemons with the fire red and leaf green.
